According to an analysis by Public Affairs Index for 2017, Kerala was declared as the state with the best governance in the country. This is the second consecutive time Kerala has taken the pole position. Tamil Nadu, Gujarat, Himachal Pradesh, and Karnataka respectively followed it in the rankings. Notably, the index judged the states on important themes such as infrastructure, social protection, law and order, and environment, among others.
