This year IPL is not really the same as all the others. There are quite a few external variables that BCCI, Teams, and Fans have had to consider, which is usually not the case. One of them was the elections and hence the availability of certain stadiums, which is why the fixtures have had to be efficiently managed.

IPL 2019 players availability details

The other major factor in this years IPL is that there is a World Cup just around the corner, and hence there are a lot of players who will not be available throughout the tournament. This will be definitely a problem that the teams have in mind and hence will have to manage their players accordingly.
The teams that are pulling out their players in case of World cup selection are Australia, England, Afghanistan, and Bangladesh.
Here is a list of players who if picked for their world cup squads, will not be available throughout the tournament:

Players who will be available from 23 March to 30 April: S Billings (CSK), D Willey (CSK), S Curran (KXIP), Mujeeb Ur Rahman (KXIP), B Stokes (RR), J Buttler (RR), J Archer (RR), Moeen Ali (RCB), J Bairstow (SRH),  M Nabi (SRH), R Khan (SRH), S Al Hasan (SRH)

Players who will be available from March 23 to April 23: A Tye (KXIP), S Smith (RR), D Warner (SRH), B Stanlake (SRH)

Players who will be available from April 01 to April 23: J Bahrendorff (MI), A Turner (RR), M Stoinis (RCB), N Coulter-Nile (RCB)

Looking at this list, assuming all these players will get picked for their respective World cup squads, it looks like teams like CSK, KKR, MI, and DC will not be affected a great deal.
On the other hand, RR and SRH will suffer the most, since 5 top overseas players in Stokes, Butler, Archer, Smith, and Turner are likely to leave early for RR, while 6 top overseas players in Bairstow, Nabi, Rashid, S Al Hasan, Warner and Stanlake are likely to leave early for SRH. Hence these two teams will really be looking to make most out of these players while they are available to try and qualify, and then manage the final stages with the remaining players.
