According to the Bureau of Police Research and Development, Uttarakhand had witnessed the maximum number of protests (21,966) in 2016, followed by Tamil Nadu (20,450) and Punjab (11,876). Uttarakhand saw protests on several issues, including President's rule and a smart city project. Notably, Nagaland was the last state on the list with only one protest through 2016.
