Will he be denied Padma Shri?

Singer Udit Narayan is accused of not being an Indian by birth and this stands in his way to be selected for the Padma Shri award, the civilian honor bestowed only on the Indian citizens by the Union Government of India. According to a faction of people that are against Udit being selected for the award, the singer is born in the Raj Biraj town of Saptari district in

southern Nepal. But Udit says that was born in Baisi village in Bihar. The singer rued that the Bihari's are out to get at him probably because they are jealous and feel that he has done nothing for Bihar, his hometown. Udit clarified that he made a contribution of Rs. 5 lakhs towards flood donation last year for Bihar. Will this explanation suffice to fetch him the coveted civilian honor?
