Aarti Dogra was born in 1979 in Dehradun, Uttar Pradesh. Her parents were Colonel Rajendra Dogra - Kumkum Dogra. Doctors have said that Aarti needs special attention as she was short in height at birth. Still, their parents enrolled her in public school. Aarti graduated from a girls' school in Dehradun and later graduated from Sri Ram Women's College.

After graduation, Aarti prepared for the civil service exam. She took the UPSC exam for the first time in 2005 and was ranked 56th in All India and stunned everyone. This gave Aarti key responsibilities in the state of Rajasthan.
Aarti was first appointed Managing Director of Discom, a state-owned distribution company. She then took on various responsibilities, encouraging doctors to adopt abandoned babies in hospitals.
Aarti, who was elected as the Governor of Ajmer District, was considered by all the people of the area as one of their family as she sought help for the alternatively abled. In addition, Aarti, who has been campaigning for the disabled to vote, has attracted attention across India by providing wheelchairs and special vehicle facilities for the disabled.
Aarti was felicitated by President Ramnath Govind for her outstanding performance in the 2018 Ajmer Assembly elections. In addition, the Daughters of Rajasthan Precious Award has been given to Aarti.
