Former Union Minister and Congress leader M Veerappa Moily on Sunday reportedly condemned the floor test conducted in the Tamil Nadu Assembly in the absence of Opposition. Terming it as a ‘black day’ in the history of democracy, Moily reportedly accused Tamil Nadu Governor C Vidyasagar Rao of not functioning the constitution.
