What is the reason?

Wei Jianguo is a smoker and alcoholic. His family has strongly opposed this. He said, "I can't go back home because I have no freedom there. My family told me if I wanted to stay, I had to quit smoking and drinking. If I couldn't do that, I had to give them all my monthly government allowance of 1,000 yuan ($150). But then how would I buy my cigarettes and alcohol?"

He sleeps at the airport and goes to the market in the morning to buy and stock up on baked bacon breads, some groceries and bottles of liquor. This strange man is adjusting his expenses with the monthly allowance given by the Government.
