Former SC judge Justice Markandey Katju, while talking to an online media, said, “It appears that the Centre is under the impression that as long as the case is pending in Supreme Court, they cannot issue an ordinance”. He also added that the impression is wrong and, even during the pendency of a case, the law has been changed many times. Katju said that the only way out is an ordinance to be issued by the President of India on the recommendation of the Prime Minister and there could be a restriction in the ordinance that excessive cruelty should not be done to the bull.
