Japan passes landmark bill to allow Emperor to step down

Legislation passed in the upper house of Japanese parliament on Friday to pave way for the 83-year-old Emperor Akihito to abdicate. The law sets the stage for the first abdication of a reigning monarch in two centuries. Akihito, who has had heart surgery, has been on the throne in Japan since the death of his father, Hirohito, in 1989.
