Cops have recovered a video message of Buxar District Magistrate which he had recorded before going to Delhi. In the video, the Magistrate can be seen saying, "I have made this plan that I will tell a lie and go to Delhi to commit suicide...thought of moving to spiritualism...but thought that a man should embrace death and finish this E-leela"
