An Army major named Manish Thapa allegedly beat three stray dogs to death and severely injured two dogs in Dehradun. Eyewitnesses reportedly said the Army officer chased the dogs and attacked them with an iron rod. A police investigation and an Army court of inquiry are looking into the charges. A police officer reportedly said Major Thapa had gone on leave, adding, “We have been informed that he will return and be available for questioning shortly.”
